OSHA Spray Finishing and Flammable Coating Standard 1910.107: Training Documentation Requirements for Automotive Refinish, Furniture, and Fabrication Shops

OSHA’s spray finishing standard, 29 CFR 1910.107, contains no employee training paragraph at all — it is an engineering and operations standard covering booth construction, ventilation, ignition control, and residue cleaning. The training obligations that apply to a spray booth operator come from three other standards: hazard communication at 1910.1200(h), respiratory protection at 1910.134(k), and personal protective equipment at 1910.132(f).

That structure is why spray finishing shops fail inspections on paperwork they did not know they owed. The booth is compliant, the ventilation is running, and nobody can produce a HazCom training record for the isocyanate hardener sitting on the mixing bench.

What Does OSHA 1910.107 Actually Require?

The standard is organized around the physical environment. Paragraph (b) governs spray booth construction — interior surfaces must be smooth and continuous without edges, designed to prevent pocketing of residues and to facilitate cleaning, and combustible floor surfaces in the booth and operator’s working area must be covered with noncombustible material that allows safe removal of residues.

Paragraph (c) controls ignition sources. There must be no open flame or spark-producing equipment in any spraying area or within 20 feet of it unless separated by a partition. Space-heating appliances, steam pipes, and hot surfaces may not be located in a spraying area where combustible residues may readily accumulate. Electrical wiring and equipment inside a spraying area must be explosion-proof and approved for Class I, Group D locations, and equipment within 20 feet of a spraying area but not separated by a partition must not produce sparks under normal operating conditions.

Paragraph (d) requires all spraying areas to have mechanical ventilation adequate to remove flammable vapors, mists, or powders to a safe location and to confine and control combustible residues. Ventilation must be kept in operation at all times while spraying is conducted and for a sufficient time thereafter to exhaust vapors from drying coated articles and drying residue. Each spray booth needs an independent exhaust duct discharging to the exterior, and where more than one fan serves a booth, all fans must be interconnected so one cannot operate without the others.

Paragraph (g) covers operations and maintenance: spraying areas must be kept as free from accumulated combustible residues as practical, with cleaning conducted daily if necessary, and scrapers, spuds, or other cleaning tools must be of nonsparking material. Residue scrapings and contaminated debris must be removed from the premises immediately and disposed of properly, and approved metal waste cans must be provided wherever rags or waste are impregnated with finishing material, with contents disposed of at least once daily or at the end of each shift.

Where Do the Training Obligations Actually Come From?

Three standards, running on different clocks.

Hazard communication (1910.1200). Every solvent, reducer, hardener, primer, and clearcoat in the shop is a hazardous chemical with a safety data sheet. Employees must be trained at the time of initial assignment and whenever a new physical or health hazard is introduced into their work area. For a refinish shop that changes paint systems, that trigger fires more often than the annual cycle most shops assume. Respiratory protection (1910.134). The ventilation standard at 1910.94(c) states that when an operator is in a booth downstream from the object being sprayed, an air-supplied respirator or other NIOSH-approved respirator for the material being sprayed must be used. The moment a respirator is required, the full program applies: written program, medical evaluation, fit testing, and annual training. Personal protective equipment (1910.132). The hazard assessment must be certified in writing, and employees must be trained to know when PPE is necessary, what type, how to don and doff and adjust it, its limitations, and its care and disposal. What Ventilation Numbers Should a Shop Know?

The engineering figures live in 1910.94(c), and they are the ones an inspector will measure rather than ask about. Except where a booth has an adequate air replacement system, the velocity of air into all openings of a spray booth must be not less than specified in Table G-10 for the operating conditions. Crossdrafts in excess of 100 feet per minute should not be permitted. Where a booth receives make-up air through self-closing doors, dampers, or louvers, they must be fully open whenever the booth is in use, and air velocity through them must not exceed 200 feet per minute unless the fan characteristics still deliver the required airflow.

Filters need a pressure gauge showing the pressure drop across them, marked to show the drop at which cleaning or replacement is required, and filters must be replaced or cleaned whenever that drop becomes excessive or airflow through the booth face falls below Table G-10. Where the outdoor temperature may stay below 55 degrees Fahrenheit for appreciable periods, make-up air heating must be provided, with replacement air maintained at not less than 65 degrees at the point of entry.

None of that is training content in the regulatory sense. All of it is training content in the practical sense, because the operator is the person who notices the gauge reading has climbed and the booth face feels slow. A shop that treats ventilation as a maintenance-only topic loses its earliest warning.

Which Shops Does 1910.107 Cover?

Broader than most operators expect. The standard defines a spraying area as any area in which dangerous quantities of flammable vapors or mists, or combustible residues, dusts, or deposits are present due to the operation of spraying processes. That definition is written around the hazard, not the equipment, so it reaches beyond formal downdraft booths.

Automotive refinish shops, furniture and cabinet finishing lines, metal fabrication shops applying primers and coatings, powder coating operations, and truck bed lining applicators all sit inside it. OSHA has addressed truck bed spray-on lining operations specifically in interpretation, and water-based coatings do not automatically fall outside the standard — the question is whether dangerous quantities of flammable vapors, mists, or combustible residues are present.

What Records Should a Spray Finishing Shop Be Able to Produce?

Because 1910.107 prescribes no training certification, the file is assembled from the standards that do.

Expect an inspector to ask for the written hazard communication program and the chemical inventory, HazCom training records showing initial assignment dates and any new-hazard retraining, safety data sheets accessible to employees on all shifts, the written PPE hazard assessment certification, PPE training records, the written respiratory protection program with medical evaluations and current fit test records, and daily or shift cleaning and residue disposal records under paragraph (g).

The last one is the sleeper. Paragraph (g) requires waste can contents to be disposed of at least once daily or at the end of each shift, and requires residue scrapings and contaminated debris to be removed from the premises immediately. Shops rarely log any of it, which means a fire investigator has nothing to work with. A simple shift-end sign-off costs nothing and is the only evidence that the requirement was met.
