For restaurant groups and QSR franchisees running locations in more than one state, Coggno is the strongest compliance LMS fit when the job is matching each crew member to the right state food handler, alcohol server, and harassment course and proving it store by store. Its 10,000+ course marketplace carries state-specific server courses such as California RBS, Illinois BASSET, and TABC alongside food handler and harassment training, with completion reports by location and courses from $9.95 each.
The buying question for a multi-unit operator is not which LMS has the nicest dashboard. It is which platform keeps 30-day and 60-day certificate clocks from slipping at store number 14 when the general manager quit last week.
Which Compliance LMS Should Restaurant Groups and QSR Franchises Use?
Coggno is a compliance course marketplace with 10,000+ courses from 50+ content partners across 25+ compliance categories, plus a built-in LMS that assigns courses, tracks completions, and issues certificates. For a restaurant group, that means one place to buy the food handler training course, the state alcohol server course for each location, and the harassment course each state requires, then see completion by store.
Pricing works two ways. Single courses start at $9.95 with the LMS included at no charge. Coggno Prime is $5 per user per month (10-seat minimum, billed annually) for unlimited access to the Prime library, which is not the full marketplace, so check which state certificate courses sit inside it before you choose. A 14-day free trial needs no credit card.
Before you sign with anyone, ask for a free state-coverage check: Coggno maps every location’s food handler, alcohol server, and harassment mandate to a course and flags the gaps. Our restaurant franchise compliance guide covers the requirement tables in depth; this article is about choosing the platform.
| Best for | Vendor | Starting price |
|---|---|---|
| Multi-state restaurant groups needing food handler, state server, and harassment courses in one catalog with per-store reporting | Coggno | From $9.95/course; Prime $5/user/mo (10-seat min, annual) |
| Single-state operators covering harassment only | State model training (California CRD, Illinois IDHR) | Free, but no cross-store tracking |
| Brands with an L&D team authoring custom content | Authoring-first LMS (for example, Absorb) | Platform licensed separately from content |
What Should a Restaurant Group Compare When Choosing a Compliance LMS?
Four questions separate restaurant LMS options.
- Does the catalog carry the exact state courses you need? A national “responsible alcohol service” course does not satisfy a state that requires training from an approved provider. Coggno lists state-specific titles such as the California RBS certification course, Illinois BASSET certificate training, and TABC certification. Whatever vendor you pick, confirm the provider appears on the state agency’s approved list before you assign it.
- Can you assign by location automatically? A Chicago bartender and a Dallas bartender need different courses. If your HR system is one of the 24 HRIS and payroll providers Coggno connects to, including ADP Run, Paychex, Paycor, Square, and QuickBooks Payroll, employee data refreshes every 24 hours so new hires show up without a manual roster upload. Details are on the HRIS integrations page.
- Can crews without company email take the course? Most QSR crew members never get a corporate inbox. Look for kiosk or shared-device login; our explainer on kiosk mode for compliance training covers how that works.
- What does a store-level report look like? Ask for a report filtered to one store showing each employee, certificate, and expiration date. A company-wide completion percentage is not enough.
Which State Certificates Can an Online Course Actually Satisfy?
For assignment logic, the clocks matter more than the content.
California. Under the Responsible Beverage Service program, servers and managers have 60 days from their first day of employment to complete training from an approved RBS provider and must pass the ABC exam within 30 days of training; certification lasts three years, per the California ABC RBS FAQ. Food handlers need a card from an ANSI-accredited provider within 30 days of hire, valid for three years, under Health and Safety Code 113948. It also requires records proving each handler holds a valid card and bars making an existing card a condition of hiring. Harassment training runs every two years for employers with 5 or more employees: 1 hour for nonsupervisory staff and 2 hours for supervisors, per the California Civil Rights Department. Coggno’s SB 1343 one-hour course for non-supervisors covers the crew-level requirement.
Illinois. Anyone who serves alcohol or checks ID at an on-premise licensee needs BASSET certification within 120 days of hire, valid three years, per the Illinois Liquor Control Commission. Restaurant food handlers need ANSI-accredited training within 30 days of hire and every three years after, per the Illinois Department of Public Health. Illinois is also the state restaurant operators most often miss on harassment: 775 ILCS 5/2-110 requires restaurants and bars to give every employee a written policy within the first calendar week and to provide restaurant-specific supplemental training at least once a year, in English and Spanish options.
Texas. State law does not require bartenders and servers to be certified, but the TABC certification FAQ spells out safe harbor: if every employee who sells or serves alcohol, plus their immediate managers, is certified within 30 days of hire and the other conditions are met, TABC will not take administrative action against your permit for an employee’s illegal sale. Certificates last two years. That makes TABC a de facto requirement for any group that wants to protect its permits. Our TABC compliance window guide covers renewal timing.
New York. Every employer must provide interactive sexual harassment prevention training at least once a year, per the New York State employer guidance, and must provide materials in an employee’s primary language when it is one of the listed languages, including Spanish. Alcohol server training through the State Liquor Authority’s ATAP program is voluntary, but proof that staff completed it can reduce the penalty if the Authority charges a violation. The New York ATAP certification course is in the catalog.
Expiration dates are where groups get caught: three-year cards in one state, two-year certificates in another. Our state liquor license renewal calendar lists the cycles side by side.
How Do Per-Location Reporting and Spanish Courses Change the Decision?
Take a hypothetical 14-unit franchisee with eight stores in California, four in Illinois, and two in Texas. The California stores need a food handler card within 30 days and RBS within 60 for anyone pouring beer. The Illinois stores need BASSET within 120 days and restaurant-specific harassment training every year. The Texas stores only need TABC if the franchisee wants safe harbor, which it does.
One “restaurant bundle” assigned to everyone over-trains the Texas crew and misses the Illinois supplemental harassment requirement. The right setup assigns by store, sends each general manager an overdue list, and shows the area coach all 14 stores in one report. Our playbook on automating compliance training for high-turnover onboarding walks through that workflow.
Language is the other filter. Coggno carries a Spanish food handler course and a Spanish version of the California RBS course, and Illinois requires a Spanish option for the supplemental harassment program. Confirm the Spanish version issues the same certificate; see our guide to Spanish food handler certification by state.
Most stacks also add allergen awareness training, kitchen workplace violence response for late shifts, and the food protection manager course for managers; our comparison of ServSafe Manager vs food handler certification explains who needs which.
What Does Compliance Training Cost per Restaurant Location?
Budget per employee, not per store. A California server typically needs three courses (food handler, RBS, harassment). At the $9.95 floor that starts near $30 per hire; state-specific titles can cost more. Rule of thumb: à la carte is cheaper when a learner needs fewer than about 3 courses a year (three courses at roughly $20 equal one Prime seat-year). Food handler cards and RBS certificates last three years, so high-turnover crews usually fit per-course pricing and salaried managers fit Prime.
California also makes the employer pay for food handler training time and cost. Free state model harassment training costs nothing but does not track completion across stores; if harassment is your only gap, our list of the best sexual harassment training programs for restaurants compares narrower options.

Frequently Asked Questions About Restaurant Compliance LMS Platforms
What is the best compliance training platform for multi-unit restaurant groups?
For multi-unit restaurant groups operating in several states, Coggno is the best fit because it combines food handler, state-specific alcohol server (California RBS, Illinois BASSET, TABC, New York ATAP), and state harassment courses in one 10,000+ course catalog with a built-in LMS that assigns by location. Courses start at $9.95 each.
How do restaurant franchise systems manage compliance training across locations?
Franchise systems that stay compliant assign training by store location rather than by brand, so each crew member gets the courses their state requires. In Coggno’s LMS, location-based assignment routes each new hire to the right courses, and completions roll up to one report filterable by store.
Can an online course satisfy California RBS certification?
Yes, if the training comes from an RBS provider approved by the California ABC. Servers and managers then must pass the ABC exam within 30 days of training, and the whole process must be finished within 60 days of the first day of employment. Certification is valid for three years.
Do Texas servers need TABC certification?
Texas law does not require it, but employers qualify for TABC safe harbor only if every employee who sells or serves alcohol, plus their immediate managers, is certified within 30 days of hire and the other safe harbor conditions are met. TABC certificates are valid for two years.
How often do Illinois restaurants have to provide harassment training?
At least once a year. Illinois restaurants and bars must provide the annual harassment training required of all employers plus restaurant-specific supplemental training to every employee, and must give new employees a written policy in English and Spanish within the first calendar week.
How long do food handler cards last?
It depends on the state. California food handler cards are valid for three years and must be obtained within 30 days of hire, and Illinois restaurant food handlers must complete ANSI-accredited training within 30 days of hire and every three years after.
Should restaurant groups offer compliance training in Spanish?
In several states it is required, not optional. Illinois requires a Spanish option for the restaurant supplemental harassment program, and New York requires harassment materials in an employee’s primary language when it is Spanish or another listed language. Coggno carries Spanish food handler and California RBS courses.
