The training that keeps waste workers alive is not the training most haulers document first. What Struck-By and Backing Training Do Collection Crews Need?

NIOSH’s guidance on refuse worker safety is unusually specific, which makes it good training content. Workers should ride only in the vehicle cab when moving to and between routes, with a seat belt, and should stay inside until the vehicle comes to a complete stop. Riding steps are for short forward moves only — 0.2 mile or less at 10 miles per hour or less — and never while the truck is backing. Drivers and crew both need to be watching for poles, low limbs, parked vehicles, and tight clearances while the steps are in use.

On the employer side, NIOSH points to audible backup alarms distinct from ambient noise that activate when the driver shifts into reverse, high-visibility apparel for anyone working near an active roadway, and equipment selection — automated side loaders reduce exposure to both struck-by hazards and manual lifting by keeping the worker in the cab.

Two things make this hard to train well. First, the rules are behavioral, not procedural, and behavioral rules erode fastest under route pressure. A helper who is thirty stops behind schedule rides the step around a corner. Second, the passing motorist is the hazard the crew cannot control, which means situational-awareness training has to cover both the truck and the traffic around it. What Lockout/Tagout Applies to Balers and Compactors?

The MRF floor is where the amputations happen. Balers, compactors, sorting conveyors, and shredders all store energy, all jam, and all tempt an operator to reach in for the piece of cardboard that is holding up the line rather than shut the machine down.

OSHA’s control of hazardous energy standard requires a written energy control program, machine-specific procedures, and training that distinguishes authorized employees — the ones who apply locks — from affected employees who operate the equipment and must recognize when a lockout is in effect. Authorized employee training has to cover the type and magnitude of energy at that specific machine, not lockout as an abstraction. A stationary compactor with hydraulic accumulator pressure is not the same lockout as a conveyor with a gravity-drop hazard, and a generic course completion certificate does not establish that the operator was trained on the machine that injured them. There is one rule specific to balers that catches recyclers who hire young workers. Under 29 CFR 570.63, operating or assisting to operate a scrap paper baler or paper box compactor is a hazardous occupation prohibited for minors aged 16 and 17. A narrow exception lets a 16- or 17-year-old *load* a qualifying machine — but only when every condition in the rule is met, including that the equipment conforms to the incorporated ANSI standards, and the exception does not extend to operating or unloading. Transfer stations and MRFs that staff seasonal or student labor should treat this as a hard gate in onboarding, not a supervisor’s judgment call.

What Bloodborne Pathogens and Sharps Training Do Waste Workers Need?

Needles in the residential stream are not an edge case, and neither are the sharps that arrive at a MRF in a bag that should never have been in a recycling cart. A worker sorting on a picking line, a helper compressing a bag by hand at the hopper, or a technician clearing a jam all have realistic exposure paths.

OSHA’s bloodborne pathogens standard applies where an employer determines that employees have reasonably anticipated occupational exposure. For most haulers running residential routes and a sort line, that determination lands on the yes side — and the determination has to be in writing either way. Where it applies, the employer owes an exposure control plan reviewed annually, training at assignment and annually thereafter, hepatitis B vaccination offered within 10 working days of assignment, engineering controls including sharps containers, and a post-exposure evaluation procedure the crew actually knows how to trigger at 6 a.m. on a Saturday.

What Do Lone Route Drivers and Confined Spaces Add?

Automation has made the single-operator route normal, which quietly created a lone-worker problem. An operator who has a medical event, a rollover, or an arm caught while clearing a hopper has no second person on scene. Several states have isolated-worker rules; where none applies, the general duty obligation and basic risk management still point to a check-in protocol, a defined escalation, and training that tells the operator what to do when the plan fails. How Do You Document Training Across Routes and a Sort Floor?

Consider a regional hauler with 180 employees: 90 route drivers and helpers, 55 MRF sorters and equipment operators, a maintenance shop, and a scale house. Those groups share almost nothing.
