What Does the EPA RRP Rule Actually Require From a Renovation Contractor?
The Renovation, Repair and Painting (RRP) Rule applies to compensated work that disturbs painted surfaces in target housing (most pre-1978 residential) and child-occupied facilities such as daycares and pre-1978 school buildings. Since April 22, 2010, no firm may perform, offer, or claim to perform covered renovations without EPA firm certification under 40 CFR 745.89. Firm certification runs on a five-year cycle, and if it lapses before recertification, the firm has to stop performing renovations until it certifies anew.
There is a size threshold that contractors routinely misread. Work that disturbs 6 square feet or less of painted surface per room indoors, or 20 square feet or less outdoors, can qualify as minor repair and maintenance — but only if it involves no window replacement, no demolition of painted surfaces, and none of the prohibited work practices. And jobs performed in the same room within 30 days get added together. A painter who scrapes 4 square feet one week and 5 the next in the same bedroom has not done two minor repairs; he has done one covered renovation.

Who Needs Certified Renovator Training, and Who Only Needs On-the-Job Training?
This is the single most useful distinction for a contractor building a training budget. Becoming a certified renovator requires successfully completing an EPA-accredited course delivered by an accredited training provider — the course completion certificate is the proof of certification. No general online safety course, from any vendor, substitutes for it. The rest of the crew is a different story. Workers who are not certified renovators may be trained on the job by the certified renovator in the specific work practices they will use. That on-the-job training has to be documented, and this is where an online course library earns its keep. A short lead awareness course gives helpers the background — why lead dust matters, what containment is for, why dry sanding is prohibited — before the certified renovator walks them through the job-specific practices. It is not a legal substitute for renovator certification, and it should never be labeled as one, but it makes the on-site training shorter and the record cleaner.
How Does OSHA Lead in Construction Layer on Top of EPA RRP?
EPA regulates the dust that leaves the job site and lands in a child’s bedroom. OSHA regulates what the worker breathes, and the two programs do not talk to each other. Under 29 CFR 1926.62, the action level for airborne lead in construction is 30 micrograms per cubic meter as an 8-hour time-weighted average, with a permissible exposure limit of 50. Hitting the action level pulls in exposure assessment, medical surveillance including blood-lead monitoring, and annual training.
Contractors who assume RRP compliance covers them here get an unpleasant surprise during an OSHA inspection. A certified renovator certificate proves nothing about whether the employer performed an exposure assessment for torch-cutting painted steel or power-sanding a stairwell. Those are separate obligations with separate records, and the OSHA one is annual while the EPA one is on a multi-year cycle.
Where Do Silica and Respiratory Protection Training Fit?
Most RRP work is not lead-only. Cutting masonry to set a new window, grinding mortar on a porch rebuild, or sanding plaster patches all put respirable crystalline silica in the air, which brings 29 CFR 1926.1153 into play with its own written exposure control plan, competent person designation, and employee information and training duties. A silica awareness course covers the health effects and control methods portion of that requirement; the written plan and the competent-person designation remain the employer’s job.
Respirators are the second overlap. If the crew wears half-face respirators for lead or silica work, the employer owes training under the respiratory protection standard plus medical evaluation and fit testing before first use. A respiratory protection course handles the classroom portion — seal checks, cartridge selection, maintenance — but fit testing is physical and has to happen in person. In practice, an inspector opening a job file wants to see the signed pre-renovation education acknowledgment, the certified renovator’s certificates, documentation of on-the-job training for non-certified workers, and the post-renovation cleaning verification.
