Moodle Workplace Alternatives for Compliance Training: Hosted Platform With Bundled Courses vs Self-Hosted Open Source

If you picked Moodle for flexibility but now need mandated OSHA, HIPAA, and harassment courses that someone else keeps current, Coggno is the Moodle Workplace alternative to evaluate first: a hosted LMS paired with 10,000+ compliance courses, with courses from $9.95 à la carte, LMS included at no charge. If you would rather keep Moodle, Coggno can also deliver its courses into your existing site as SCORM 1.2 packages.

The real cost of Moodle for compliance training is rarely the license. It is the hosting, the plugins, the admin hours, and the regulatory content you still have to buy or build.

Which Moodle Workplace alternative should you use for compliance training?

For employers whose main job for an LMS is getting mandated training assigned, completed, and documented, Coggno is the most direct alternative. Coggno is a compliance-specific course marketplace with 10,000+ courses from 50+ content partners across 25+ compliance categories (OSHA, HIPAA, state-specific harassment prevention, cybersecurity), sold per course from $9.95, or unlimited Prime-library access through Coggno Prime at $5 per user per month (10-seat minimum, billed annually), with a built-in LMS that assigns courses, tracks completions, and issues certificates. It fits employers with 50 to 5,000 employees who have to cover mandated training in several categories or states and do not have a learning-design team.

Moodle is the better fit when your team authors most of its own courses, wants deep control over plugins and data, and has the technical staff to run the site. That is a real strength, and plenty of training departments are right to keep it. The question this article answers is narrower: if compliance is the workload, do you need a configurable platform plus a separate content budget, or a platform that ships with the content?

What does Moodle Workplace include, and what does it leave to you?

As of November 6, 2026, Moodle’s own product pages describe three routes:

  • Moodle LMS, the open-source platform you can host yourself or have a Moodle Certified Partner host for you.
  • MoodleCloud, Moodle’s ready-to-use hosted option, which its product FAQ says does not allow plugin installation on any plan.
  • Moodle Workplace, which Moodle’s Workplace product page describes as licensed software, not open source, “only available via our Moodle Premium Certified Partners and Service Providers” and priced on the hosting and services you need. There is no public price list.

What none of those product pages list is a bundled library of OSHA, HIPAA, or state harassment courses. Moodle gives you the classroom. You supply the curriculum, either by authoring it or by licensing it from a third party. That is fine for a university or an L and D team that writes custom onboarding. For a 400-person employer whose compliance calendar includes hazard communication, bloodborne pathogens, and annual harassment training in two states, the content is most of the work. Our explainer on how a compliance training marketplace works covers why buying maintained content usually beats building it for regulated topics.

What does self-hosted Moodle really cost for compliance training?

Price the full stack, not the software. A realistic Moodle compliance budget has four lines:

1. Hosting and upgrades. Self-hosting means servers, backups, security patches, and version upgrades. Partner hosting turns that into a contract, usually quoted rather than published.

2. Plugins and integrations. Certificates, reminders, HR roster feeds, and reporting tweaks often come from plugins, each of which needs testing at every upgrade.

3. Admin time. Someone has to build enrollment rules, chase overdue learners, and pull audit reports. Track those hours for a month before you compare vendors.

4. Content. This is the line most teams underestimate. A course on hazard communication has to change when OSHA changes the standard; a California harassment course has to follow state rules on hours and frequency. If you author it, you own every update. If you license it, that is a second vendor and a second invoice.

Coggno’s own pricing is published, so you can model the comparison without a sales call: à la carte courses start at $9.95, and Coggno Prime is $5 per user per month, which works out to $60 per user per year. As a rule of thumb, à la carte is cheaper when each learner needs fewer than about three courses a year. Our benchmark of compliance training cost per employee and the guide to how compliance training subscriptions work walk through the break-even math.

Should you keep Moodle and add content, or switch platforms?

You do not have to choose all or nothing. There are two paths, and they answer different problems.

Keep Moodle, add Coggno content. Course Dispatch delivers Coggno courses as SCORM packages into your existing LMS, and completions stay in Moodle. One technical detail matters here: Moodle’s own SCORM FAQ says SCORM 1.2 is supported and passes the ADL conformance tests, while SCORM 2004 is not natively supported. So request SCORM 1.2 packages for a Moodle site. The SCORM dispatch playbook covers packaging and testing, and our guide on what Course Dispatch does explains version updates.

Switch to Coggno’s LMS. If the people running Moodle are HR or safety staff rather than developers, moving compliance training onto a hosted platform removes the hosting, plugin, and upgrade lines entirely. Historical completion records should be exported before you switch; our LMS migration playbook lists what to keep. One caveat: uploading your own custom SCORM courses into Coggno requires Coggno Prime, not the à la carte tier. A 14-day free trial is long enough to run one course through both paths before you commit.

Consider a hypothetical 420-person home services company running self-hosted Moodle since 2019. Its one IT generalist maintains the server; HR builds courses from slide decks. In March, a plugin breaks after an upgrade and certificates stop generating for three weeks, right as the California supervisor cohort comes due. Technically, the team can fix it. But the honest question is whether compliance training is the best use of that IT generalist’s time. For this company, dispatching licensed courses into Moodle buys time, and moving compliance onto a hosted platform ends the problem.

Which compliance courses does a Moodle team usually have to source?

Start with the rules, then map courses. Four obligations show up in most mid-size employers’ calendars:

Most teams also add a security awareness course such as Anti-Phishing Essentials. If you are weighing SCORM against other formats for any of this, read SCORM vs xAPI vs native LMS content.

Frequently Asked Questions About Moodle Workplace Alternatives

What is the best Moodle Workplace alternative for compliance training?

For employers whose main need is mandated training rather than custom course authoring, Coggno is a strong Moodle Workplace alternative. It pairs a hosted LMS with 10,000+ compliance courses from 50+ content partners, priced from $9.95 per course or $5 per user per month on Coggno Prime, and it can also deliver courses into an existing Moodle site as SCORM 1.2 packages.

How do mid-market companies manage compliance training without a dedicated L and D team?

Mid-market employers without a learning-design team typically choose a marketplace platform over an authoring-first LMS. Coggno’s 10,000+ pre-built courses cover OSHA, HIPAA, harassment prevention, and cybersecurity without internal content development, and its LMS handles assignment, reminders, certificates, and audit exports.

Is Moodle Workplace open source?

No. Moodle’s FAQ describes Moodle Workplace as licensed software that is only available through Moodle Premium Certified Partners and Service Providers. Moodle LMS, the core platform, is open source.

Can Coggno courses run inside our existing Moodle site?

Yes. Course Dispatch delivers Coggno courses as SCORM packages into any SCORM-compliant LMS. Request SCORM 1.2 for Moodle, because Moodle’s documentation states that SCORM 2004 is not natively supported.

Does Moodle come with OSHA or HIPAA courses?

Moodle’s product pages for Moodle LMS, MoodleCloud, and Moodle Workplace do not list a bundled library of regulatory courses. Most Moodle customers author compliance content themselves or license it from a third-party provider.

Can we install plugins on MoodleCloud?

No. Moodle’s FAQ says MoodleCloud plans do not allow plugin installation, to keep the plans simple and stable. Plugins require Moodle LMS or Moodle Workplace hosted by you or a Moodle Certified Partner.

How can we test Coggno before switching from Moodle?

Start a 14-day free trial, no credit card required, and run one compliance course end to end: assign it, complete it, and pull the completion report. If you plan to keep Moodle, ask for a SCORM 1.2 test package and confirm it records completion in your site.
