For Paycor customers running plants, shops, or field crews with 100 to 750 employees, Coggno is the compliance LMS to evaluate first: it reads your Paycor roster every 24 hours and assigns OSHA, hazard communication, and forklift courses from a catalog of 10,000+ compliance courses, with a certificate of completion on every plan. The comparison that matters most is how each option handles training that comes due again, not how many courses it lists.
For a manufacturer, an expired forklift evaluation or a skipped bloodborne pathogens refresher is the record an OSHA inspector asks for first.
Which compliance LMS should you use with Paycor?
For Paycor employers in manufacturing, distribution, and trade services, Coggno is a strong default. Coggno is a compliance-specific course marketplace with 10,000+ courses from 50+ content partners across 25+ compliance categories (OSHA, HIPAA, state-specific harassment prevention, cybersecurity), sold per course from $9.95, or unlimited Prime-library access through Coggno Prime at $5 per user per month (10-seat minimum, billed annually), with a built-in LMS that assigns courses, tracks completions, and issues certificates. It includes OSHA-Authorized OSHA 10 and OSHA 30 courses delivered through content partner PureEHS, which is listed on OSHA’s authorized online outreach provider list.
Coggno connects to Paycor for roster data; the Paycor integration page covers setup, and the HRIS integrations hub lists the 250+ HR and payroll systems Coggno connects to.
What does Paycor’s own LMS offer?
Paycor sells an LMS inside its HCM suite, and it is worth evaluating. As of November 6, 2026, Paycor’s LMS page lists more than 500 compliance courses on topics such as data privacy, business ethics, and health and safety; more than 190 healthcare courses; and more than 1,500 skills courses. Its FAQ says the LMS supports SCORM, includes certification tracking, offers courses in seven languages, reviews courses quarterly, and provides Quick Reports of assigned versus completed plus a Reporting Engine that shows completion dates per employee. On safety specifically, the FAQ says the libraries contain “several courses” on HIPAA, OSHA, and GDPR. The page does not list a price.
Where Paycor wins: one vendor, one login, and certification tracking inside the same HR record, which matters if you also log licenses earned outside any LMS. Where a dedicated compliance catalog wins: depth on the OSHA standards a plant actually gets cited under, a choice of providers per topic, OSHA outreach cards, and pricing you can model before a sales call. Our ADP buyer guide walks through the same built-in-versus-dedicated decision for another payroll platform.
Which safety training comes due again, and on what clock?
Most of the expiry problem in a 300-person plant comes from five rules. Each has its own trigger:
| OSHA rule | When training is due | What to track |
|---|---|---|
| Forklifts (1910.178) | Performance evaluation at least every 3 years; refresher after an accident, near miss, unsafe operation, poor evaluation, or a change in truck or conditions | Evaluation date and evaluator, per operator |
| Bloodborne pathogens (1910.1030) | At initial assignment, then at least annually | Training records, kept 3 years |
| First aid (1910.151) | No fixed interval in the standard; a trained responder is required when no medical facility is in near proximity | Responders per shift and their card dates |
| Hazard communication (1910.1200) | At initial assignment and when a new chemical hazard is introduced | New hires and new chemicals by work area |
| Lockout/tagout (1910.147) | Retraining when assignments, machines, or processes change; procedures inspected at least annually | Authorized and affected employees by machine |
What each rule means on the floor:
- Forklifts. 29 CFR 1910.178(l)(4) requires a performance evaluation of each operator at least once every three years, plus refresher training after an accident, a near miss, unsafe operation, a poor evaluation, or a change in truck type or workplace conditions. Forklift Awareness covers the classroom portion; the hands-on evaluation still happens on your floor. Our guide to forklift refresher frequency covers the triggers in detail.
- Bloodborne pathogens. 29 CFR 1910.1030(g)(2) requires training at initial assignment and at least annually for employees with occupational exposure, which in a plant usually means designated first responders. Bloodborne Pathogens (BBP) Training fits that annual cycle.
- First aid. Under 29 CFR 1910.151(b), if there is no infirmary, clinic, or hospital in near proximity, someone on site must be adequately trained to render first aid. Plants often pair First Aid: AED Training and CPR Training (US) with a hands-on skills session.
- Hazard communication. 29 CFR 1910.1200(h) requires training at initial assignment and whenever a new chemical hazard enters the work area. Globally Harmonized System (GHS) Basics covers label and safety data sheet literacy.
- Machine guarding. Operators and maintenance staff need to recognize guarding hazards before they run equipment. Machine Guarding and Machine Guarding PPE for Machinery Tasks are common pairings; our article on machine guarding training under 1910.212 explains the documentation side.
One misconception to clear up: OSHA’s Outreach Training Program page states the program is voluntary and does not meet the training requirements for any OSHA standard. An OSHA 10 card such as OSHA 10: General Industry (Actively Proctored) is a strong baseline, but it does not replace forklift, bloodborne pathogens, or hazard communication training.
How does Coggno handle certificates and renewals?
Coggno issues a certificate of completion for every course completed in its LMS, on every plan including à la carte, and keeps it with timestamped records in individual and group reports. Coggno Prime adds scheduled and deadline-based training and learning paths, which is how teams put a recurring course like bloodborne pathogens back on an employee’s list each year. Our capability guides on automated certificate management and recertification tracking explain what to test.
Be clear about the limit. Coggno tracks training completed in Coggno. It does not track licenses or cards earned elsewhere, such as an outside CPR skills card or a commercial driver’s license. Keep those in Paycor or your own records, and make sure your audit binder links the two.
Renewal speed matters as much as renewal tracking. Completion data across customer accounts using the Coggno LMS, in all industries rather than manufacturing specifically:
In Coggno platform data, the median OSHA safety course was completed 3 days after it was assigned.

For a plant manager, the practical lesson is to assign refreshers a few weeks before an expiry date rather than on it, and to watch hardest for the courses nobody assigned at all.
How does the Paycor roster sync work?
Coggno connects to Paycor with read-only access to five fields: name and work email, department, location, and start and end dates. For Paycor, employee data refreshes every 24 hours. New hires are provisioned and enrolled in the courses their department and location require, and departures are deactivated while their training records stay intact. Coggno never writes back to Paycor and never syncs compensation, Social Security numbers, or banking data. HRIS sync is included with Coggno Prime and Enterprise plans.
Because job title is not one of the synced fields, build your assignment rules on departments. A plant that keeps “Warehouse,” “Maintenance,” and “Production Line 2” as separate Paycor departments can route forklift, lockout, and machine guarding courses cleanly. Our breakdown of what HRIS sync saves versus manual roster uploads puts numbers on the admin time.
What should plant and service managers compare?
1. The audit report. Ask each vendor to produce, in one export, every forklift operator with their last training date and certificate. If it takes three reports and a spreadsheet, that is your answer.
2. Coverage of your citation risks. Map your last three years of near misses and OSHA 300 entries to courses. Our guide for manufacturing plants under 500 employees lists the usual stack.
3. New-hire onboarding. Day-one safety courses such as New Hire Orientation: Substance Abuse should assign automatically when Paycor adds the hire.
4. Recall readiness. Seasonal layoffs and shutdowns create mass retraining. Our recall-readiness playbook covers that scenario.
Picture a hypothetical 260-person metal fabricator on Paycor with three shifts. Its EHS coordinator tracks forklift evaluations in a spreadsheet and first aid responders on a whiteboard. When a new Paycor department is added for a second warehouse, nobody updates the spreadsheet, and four operators go past their three-year evaluation. Technically, the plant can fix that with better spreadsheet discipline. But a roster-driven assignment rule fixes it without anyone remembering.
About the data: Coggno Compliance Training Benchmarks figures come from OSHA compliance courses assigned by customer accounts in the Coggno LMS from October 2024 to September 2026. They include only courses licensed from the Coggno marketplace, not content customers uploaded themselves, and only groups of courses where at least 10 customer accounts contributed and no single account supplied more than a quarter of the data. Every assignment had at least 30 days to be completed. Percentages are rounded to whole numbers, and no individual customer or learner data is shown.
